《施政報告》為搶人才推出「高端人才通行證計畫」，並且容許合資格外來人才成為永久居民後可申請退還在港置業已繳付的額外的印花稅。現時非香港永久性居民在港買樓要交高達30%重稅，按照計劃，以 $1000萬元物業計算，屆時可獲退稅 $262.5萬元。
現時非香港永久性居民買樓要交15%買家印花稅及15%新從價印花稅，合共30%稅率，相較一般香港人置業按照樓價要交1.5%至4.5%的印花稅，高出25.75%至28.5%，而這部份高出的稅項，將會容許合資格外來人才在今天或以後在港置業可在成為永久居民後，購入仍持有的首個宅物業申請退還已繳付的買家印花稅和新住宅印花稅，亦即是實際交稅1.5%至4.25%。
