    金管局放寬壓力測試由3厘變2厘, 500萬貸款額入市門檻降低1成

    隨著香港開始跟隨美國加息,金管局今日(9月23日)向銀行發出指引,將物業按揭貸款利率壓力測試要求由現時的3厘,下調至2厘。此項調整適用於所有物業按揭貸款,即時生效。
    金管局指,考慮到美國聯邦儲備局自今年三月以來已經將聯邦基金利率目標區間上調共3厘,面對資金成本上升,銀行早前已經上調新造拆息按揭貸款鎖息上限,近日更將最優惠貸款利率上調,金管局認為適宜將壓測假設利率上升的幅度,由現時的3厘下調至2厘,此水平已經足夠確保銀行按揭業務風險得到妥善管理。
    若果以500萬元樓價計算,以現時最優惠利率(P按)P-2.4厘,實際利率2.725厘,以30年還款期計算,每月供款20,346元,以供款佔入息比率(DTI)不超過50%,買家收入至少要40,692元。
    按照舊要求「加息3厘」壓力測試,買家收入至少要48,499元,但現時降至「加息2厘」壓力測試,入息要求降低約1成至5152元至43347元。

    As Hong Kong began to follow the US in raising interest rates, the HKMA issued guidelines to banks today (September 23) to lower the stress test requirement on property mortgage loan interest rates from the current 3% to 2%. The adjustment applies to all property mortgages with immediate effect.
    The HKMA pointed out that considering that the US Federal Reserve has raised the target range of the federal funds rate by a total of 3% since March this year, in the face of rising funding costs, banks have earlier raised the upper limit of the interest rate lock-up for newly-created inter-borrowed mortgage loans, and recently they will increase the maximum interest rate limit for mortgage loans. With the increase in the preferential loan interest rate, the HKMA believes that it is appropriate to reduce the rate of increase in the assumed interest rate in the stress test from the current 3% to 2%. This level is sufficient to ensure that the mortgage business risks of banks are properly managed.
    If the calculation is based on the property price of $5 million, the current best interest rate (P-based) is P-2.4%, the actual interest rate is 2.725%, and the repayment period is 30 years, the monthly payment is $20,346, and the contribution accounts for the income The ratio (DTI) does not exceed 50%, and the buyer's income must be at least $40,692.
    According to the old requirement of "3% interest rate hike" stress test, the buyer's income should be at least 48,499 yuan, but now it has been reduced to "2% interest rate hike" stress test, and the income requirement has been reduced by about 10% to $5,152 to $43,347.
