    物業轉按今起經「港元結算所自動轉帳系統(CHATS)」直接過戶

    今日香港銀行公會公布,就住宅物業轉按交易提供多一種支付安排予客戶選擇,並將試點計劃擴展至所有提供按揭的持牌銀行。在新增的物業交易支付安排下,當進行轉按交易時,銀行客戶可以選擇通過銀行間即時支付系統,由新造按揭銀行直接將按揭款項支付予原有按揭銀行。
    據悉,未來物業買賣將經由「港元結算所自動轉帳系統(CHATS)」直接過戶,避免以往有律師行因停業而令樓按客戶資金遭凍結的事件再度發生。經絡按揭轉介首席副總裁曹德明認為,有關新措施除了可保障買賣雙方避免再有因律師樓問題而產生風險外,住宅轉按程序亦比新造住宅相對簡單及容易,是一個好的試點作開始,有關措施亦對買賣雙方、銀行及律師樓都更有保障,相信對樓按影響正面。
    根據金管局住宅按揭統計調查結果,今年首5個月轉按貸款額及宗數錄得464.63億元及10,438宗,對比去年同期分別升37.6%及24.1%。而5月份轉按宗數佔新批出貸款宗數的比例為22.7%,反映轉按亦佔整體市場的一定數目。
    曹德明認為,未來律師樓仍擔當為客戶處理簽約、對數以及查契等重要角色,而銀行將要處理買賣雙方的支付過程,行政處理工作或稍有增加,但相信運作一段時間後對銀行工作量的影響不大,亦不會影響物業成交期。而金管局優化支付過數方式,以電子化方式讓銀行與銀行之間直接過數,未來交易將更為順暢及安全,料待措施適應後可擴展至一手及二手的新造住宅及非住宅物業中。

Mr Choi, chief vice president of Meridian Mortgage Referral, believes that the new measures not only protect buyers and sellers from further risks arising from problems with law firms, but also the procedure for residential remortgage is relatively simple and easier than new residential buildings, which is a good pilot to start. , the relevant measures also provide more protection for buyers and sellers, banks and law firms, and it is believed that the impact on property mortgages will be positive.
    According to the results of the HKMA's Residential Mortgage Survey, the amount and number of remortgage loans in the first five months of this year recorded MOP 46.463 billion and 10,438, an increase of 37.6% and 24.1% respectively compared to the same period last year. In May, the number of refinancing cases accounted for 22.7% of the newly approved loan cases, reflecting that refinancing also accounted for a certain amount in the overall market.
    Mr Choi believes that in the future, law firms will still play an important role in handling contract signing, logarithm, and checking contracts for clients, while banks will have to handle the payment process between buyers and sellers, and administrative processing may increase slightly. The impact is small and will not affect the property transaction period. The HKMA has optimized the method of payment transactions, allowing direct transactions between banks in an electronic way. In the future, transactions will be smoother and safer. After the measures are adapted, it is expected to be extended to first- and second-hand new residential and non-residential properties.
